Several powder manufacturers publish load data online. Vihtavouri is a commonly available powder in the U.K. and their load data website is a good guide to charge weights per projectile.

Of the downloadable programs, I have found GRT pretty easy to work with and, once again, a good starting point. You need to register an email address, but it is free. It runs under Windows or Linux.
The feature here renders the ladder of charges graphically. So once you have roughly found a the load you require, this can give an idea of how much wiggle room you have wrt pressures should you be contemplating a hotter charge.
