Scope ran out adjustment

Sako 223 with zeiss scope fitted and piccanny rail and lowest rings you can fit still 3 inches too high at 100 yards from zero no more adjustment on scope to take it down further any helpful ideas please
 
What MOA is the Picatinny rail, is it fitted correctly, could you dispense with it and use OEM Optilocks?
What rings are you using?
IAW OEM specifications etc. check that the Zeiss reticle has full adjustment for both elevation and windage and re-centre.
If all else fails, consider shimming.
 
What’s not to like, that’s a 3” hold-under at 100, and probably point and shoot thereafter out to almost 300
 
Ziess scopes have limited adjustments in my experience maybe the scope is too low a friend had a similar issue with a Ziess scope I sold him ended up use Burris signature zee rings with the inserts which gave more elevation +20 on the back ring -10 on the front if I remember correctly so would work in reverse.

I have experienced this with a new rifle I bought back in the day . I won’t mention a names but it was one of those , you can have this and that deals. Any way it turned out to be some bad machineing With the pick rail . It was shooting 8in high at 100yds
 
Shim under the rear mount ,which will lower your aim point .Experiment with different thickness till you achieve zero.
Use proper shims off t,interweb or if a tight wad like me use coke can trim or plastic tub trim.
Plastic when compressed as happens when car interior parts are screwed onto the steel body lets the Newton pressure drop over time ie screw something up to 6nms then a month later it is held down only by 2.5nms, I have seen this often. Better to use the coke tin ally.

I had the same issue with a Zeiss duralyt on a HW60-J but ran out of windage. It would have been the same on a tikka too but I had Leupold windage adjustable sights on that.

If there's not something wrong with one of the parts involved it may just be that the tolerances involved (and lack of adjustment on a lot of Zeiss scopes) are all on the extreme of what's acceptable but added up is causing the issue.
 
You on a 20 moa picatinny? Barrel bent / mis aligned in the action ? Try a different scope as as it might have given up and is jammed up and not actually moving the reticule !
