It depends. If they want a reason to do a), b), or c), well you've just supplied it. And, of course, it does depend if this is a one off or a long term persistent mode of behaviour. FWIW I'd offer the explanation you've given here regarding the email confusion. Nothing in law on your certificate that I know about stating how you must notify them just that you have seven days to do so.
