He has a calibre-specific moderator with serial number on his current FAC. May he sell such to another FAC holder without notifying his Firearms Licensing Department of disposal/transfer?

You just need proof they hold a current FAC , i would be wanting a copy of there cert if it was a private sale , its the only way to prove you checked they were in possession of a valid FAC .
And why the shops are doing it .
