I think the 300 deer thing was a proposal or something in a draft. I think it is now covered by local counties and mileage distance and the numbers thing is assumed to be self limiting rather than arbitrary.

That's my understanding also, and it applies only to the "hunter exemption" for the supply of small quantities of in-fur game. Small quantities is self-defining, with no actual limits set.
The is no restriction on the number of carcases a "trained hunter" (DSC1/ 2 / Lantra) can supply to an AGHE, and I'm not aware that there ever has been.
