What are these for?

Hi,
I wonder if anyone knows what these pins are for.
Just found them in the box that my Hertel & Reuss scope came in in 1993, along with the instructions for the new Tikka 22/250 that came at same time.
Dia is 3.96 mm x various lengths around 30 mm.

My guess:
They are spacer pins for a scope mount that alows it to be used on different width dovetails.
