One for one variation

Have I been had over today ?
I put in a variation 1 4 1 for a full bore Sound mod against a rifle .
Today the police rang me and said I can’t do that as a sound mod does not count as a firearm and I have to pay £20 ?
I paid the £20 but feel they are wrong

Just send them an email asking them to clarify the situation - matters will soon be resolved to the satisfaction of all parties...

great idea, also add as you are now about to go and buy two new sound moderators that therefore do not need to be on your FAC.

Moderators are classed a parts of firearms and have to go on you FAC
A moderator thus increases the number of firearms on your FAC soyou have to pay a fee of £20 for that

If your ticket comes back and they've removed your rifle slot but you've gained a moderator, then yes, you've been mugged and they've incorrectly processed your application.

I'd phone them back and get clarification before they issue your revised FAC, better they issue it only once and save them time in the long run... It seems to be the way of the world in the UK, the construction industry is no different.

But he's not increasing the number of firearms, he's replacing a rifle with a moderator so no increase in number. This will be a 1-4-1 therefore no payment required.

I think the OPs wording leaves room for doubt
He says "a full bore moderator AGAINST a rifle"
Does that mean a full bore moderator FOR an existing rifle (which would be an increase in the number of firearms, and incur a fee)
or, taking an existing rifle off his certificate and replacing it with a full bore sound moderator (which would not be an increase and therefore incur no fee)
Perhaps the OP can clarify

I agree Bruce it depends on the way you read it and could have been slightly clearer. As he mentioned 1-4-1 I took it to mean Splash wanted to replace the rifle with a moderator, others have evidently read it that way.
Perhaps it has not been clear to the firearms department and not understood the request hence a demand for payment for a 1-4-1.

I was contacted by a member of firearms administration team and told that a one for one has to be like for like ( eg rifle for rifle) a moderator doesn’t count hence I had to pay £20 for a variation.

I think she was wrong, and will take it up once I have my ticket back

My old FLO told me years ago if I have a spare rifle to put a mod on ticket and use for 1 for 1

I think you have been done over and that variation should have been free
Moderators are classed as firearms and are listed separately on a certificate.
If you remove one item from the certificate and replace it with another, then that's a one for one and is free.

If you get your ticket back with the rifle that you've asked for, no questions asked, and the mod slot is still on the ticket as well, then I should just keep quiet about it even though it's cost you twenty quid. It means that you get to keep the spare slot against your next purchase ;)

(If, however, they prevaricate over granting you the additional firearm, or remove the mod from your ticket, then yes, point out their error and get it sorted).

I'm not sure that's true.

As far as I'm aware, under the Act they are treated as if they were a S1 firearm if they are 'an accessory to' a S1 firearm.

The result is the same, in that you need a 'slot' for a mod which is 'an accessory to' a S1 firearm: but it is important to note that its conditions as being 'an accessory' the S1 firearm that puts it under that level of control - to that it is an actual part of a firearm.
 
At last renewal, my ticket came back with a couple of authorisations still on it. These were for moderators.

I though I would take the opportunity to change these for rifles.

I received the same message from my FEO as the OP did. The mods are classed as accessories and therefore are not allowed to be "swapped" for rifles on a 1-4-1 variation. If I want more rifles, I need to justify their possession and if I want to delete the authorisation for the moderators, I can specify that on the notes part of the form.

But a straight swap is not allowed.

Fully understable too, as I could replace my 5 mods for 5 rifles, reasons permitting🤷🏽‍♂️
