Rfd to Rfd transfers

So, I have recently had a rifle transferred to my RFD. On attempting to collect it they advised they cant add it to my ticket as the law has changed.

Some genius has now decided that I have to post my FAC to a dealer who has never seen me, to enter the details of a firearm I have purchased and then post it back to me. I then go and take the now filled in ticket to a dealer who has seen me in person to collect said firearm.

Madness that could only be devised by the civil service. I mean what could go wrong ?

I had this not too long ago, I had to send my FAC off to Exeter to be filled in so I could collect my rifle from my local RFD 5 minutes away. Seems very counter intuitive doesn't it. In fairness I had no issues, goes without saying though, I posted mine recorded delivery.

IIRC this is actually the way it should, by the letter of the law, always have been done. Makes sense to me as the receiving RFD is only handing the rifle over, the selling RFD is the one selling the rifle to me hence fills in the table with "Sold".

I'd always use special delivery if sending my certificate which is (usually) a reliable service. Years back a postie told me it was a disciplinary if they lost a special delivery item

I send mine Special Delivery any time it needs sending anywhere.
It‘s guaranteed next day before 13.00, IF you get it in i time on the day of sending.

Don’t see the point of recorded delivery - the Police just posted my new certificate no recorded delivery used.

That’s always surprised me but when you think about it they don’t stand to lose what you might if sending to Firearms Licensing via 2nd Class and it goes walkabouts.

Kent FLD use to allow you to collect a renewal or variation and would even bring it to the HQ Reception and let you check for ‘mistakes’ before taking and signing it. I’ve even had them amend (their error in wording and ammo allowances) and return with a further copy within 10-minutes while I supped their coffee! Those days are clearly gone.

The law has not changed, it is simply being more rigidly enforced.
If you were buying the rifle from the RFD who then sent it to your RFD for you to collect, then the correct procedure was being followed because it's the SELLER who has to complete the appropriate part of YOUR certificate - and your RFD is NOT the seller
If you had done a private deal which involved the private seller giving the rifle to his local RFD, who then sends it to your local RFD, you would have had to send you certificate to the private seller for him to complete the appropriate part of your certificate, send the certificate back to you and then when you go to collect the rifle from your local RFD he can see that the seller has put the rifle on your certificate

This has been the law always. I was put right in no uncertain means and as an RFD I can agree its an utter pain. It doesnt stop a person approaching a friendly RFD and arranging for a transfer rfd to rfd so they can look at a rifle close up before making a purchase. It just needs two friendly RFD's.

Well what could go wrong is that the firearm is defective and then according to your FAC the dealer you've purchased it from is....the one whose name is on your FAC. Which is why it is done that way. So that there is no doubt in any way that the person entering it on your FAC is the seller. After all when I buy an expensive watch by post the watch dealer doesn't transfer ownership of it to Royal Mail and then do they?

Your supposed to send your cert to the person/shop that's selling the rifle, they fill it in and send with the rifle or shotgun to the rfd you ar picking it up from

The law says that the seller fills in the table on your FAC not some random other RFD.

The only way you can do it the old style (which while it was done was not correct by the law) is if the local RFD purchases the rifle from the remote person and then the local RFD sells it to you, in that case there are two transfers going on that need to be reported to the police and they are the seller to you.

And if after visiting your friendly RFD you do not like the firearm then what? will you pay your friendly RFD to return the firearm and why would the distant seller part with the firearm without first receiving payment?
