No. You need to produce an SGC to purchase them with unless (I paraphrase the law) you show other evidence that you do not need to produce an SGC tp purchase them. Which might be an RFD or, indeed, and FAC with a weapon chambered in .22 Rimfire. Just the same as a person with ONLY say, a multi-shot s1 shotgun on his or her FAC can buy cartridges for it.

There used to be, years ago, actual .22 Rimfire shotguns*.

The best known being the Webley bolt action "little sister" to the Webley .410 bolt action. FWIW these .22 Rimfire shotguns were quite useless beyond fifteen feet! Yes fifty years ago we had one in the house. So yes you can buy them on production of a SGC. Or on production of an FAC with a .22 Rimfire weapon on it. Or on production of an RFD.

* Not be confused with Churchill's "shotgun" type side by side .22 Rimfire double rifles. These were made like a shotgun but with rifled barrels in .22LR with the shotgun usual rib and front bead for extreme long range wildfowl shooting. The single .22 Rimfire cartridge loaded into it as it was but one single bullet being the ultimate super extra full choke.

You need a shotgun certificate to buy them. What license is needed to buy what you intend to fire them from depends. This is also defined in law. In simple terms if it’s a smoothbore with a barrel of more than 24” with a fixed magazine not capable of exceeding 2 cartridges then you need a shotgun certificate otherwise it’s a section 1 and a firearm certificate is needed. If you have a section 1 firearm and a shotgun certificate you could purchase them and shoot them in it. If you have a section 1 shotgun you may it varied for have slug ammunition but you’re unlikely to see an allowance for shotgun ammunition on it. If you have .22lr shotguns then the correct cartridges for them are .22lr shotshells. Some RFD’s may well sell you these if you have a .22lr on FAC but legally speaking you don’t have authority to purchase them unless you have a shotgun certificate as your FAC covers .22lr ammunition which has a legal definition. You don’t need a certificate to possess them which is an anomaly as you do need a license to buy them.
 
They will be banned under the HSE lead shot ban or be no use whatsoever if loaded with steel shot 😊
They're probably more dangerous from lead poisoning than from actual shooting. Noisy and useless but if the powers that be want to retrieve the shot from my permissions to test it, they are more than welcome. There's a lot in the vegetable patch that needs digging over
 
I'd have to disagree with that, they may be able to fire through a sect 1 firearm, but as they aren't a single solid projectile they are not sect 1 ammunition. They are sect 2 ammo regardless of how stressed your feo is
Struggling a bit with this, I can buy them without an FAC but I need an FAC to buy a gun to shoot them in?
Smooth bore .22s are rare but are out there and if the barrel is longer than 24” can be held on an SGC. I nearly be such an Anschutz recently at auction. Decided not to in the end as it would be a curiosity taking up cabinet space with no real use.
