No. You need to produce an SGC to purchase them with unless (I paraphrase the law) you show other evidence that you do not need to produce an SGC tp purchase them. Which might be an RFD or, indeed, and FAC with a weapon chambered in .22 Rimfire. Just the same as a person with ONLY say, a multi-shot s1 shotgun on his or her FAC can buy cartridges for it.
There used to be, years ago, actual .22 Rimfire shotguns*.
The best known being the Webley bolt action "little sister" to the Webley .410 bolt action. FWIW these .22 Rimfire shotguns were quite useless beyond fifteen feet! Yes fifty years ago we had one in the house. So yes you can buy them on production of a SGC. Or on production of an FAC with a .22 Rimfire weapon on it. Or on production of an RFD.

These were made like a shotgun but with rifled barrels in .22LR with the shotgun usual rib and front bead for extreme long range wildfowl shooting.
