Brass is NOT ITAR restricted. The issue is VAT and import fees. You're best off just having someone in the US buy the brass and ship it to you. You may, or may not, get hit with VAT.

They may not be restricted but finding a company willing to ship them is pretty difficult plus the postage is usually a horrific price as the domestic shipping they use is cheap but the same company charges so much for international.
I have found that a lot of stuff you wouldn’t expect is restricted in some way. I tried to walk the path of buying some stuff and tried to find the correct method and documentation but just got bounced from ATF to customs to others without success!
Sorry no idea about importing from the states but have twice now imported from brass cases.eu. They are based in Poland and have never had any issues with importing, no licence/tax/customs etc.
