So as VSS as put both DSC and a mentor works well together and have to agree with him it worked for me.
On the shooting test why cant we have an outer circle as a pass as it would still be a kill.

Why can the trainer assessor/instructor not tell if a shot is a heart/lung etc? They assess the simulated stalk so no reason they can’t do the same on the shooting test.Because with any test you have to set the line somewhere - if you move the outer line there will be someone 5mm outside of that who will feel hard done by.
The standard set is not a hard one to obtain, especially with modern rifles, optics and quadsticks.

I also don't understand why there is the desire to make the test even easier? It is by no means a very exacting standard of marksmanship required currently. The old test, while being slightly harder was still a very easy test to pass with a basic ability to shoot.

How much discretion then? Where do you stop? Can you imagine 2 candidates, one 5mm out PASS. The other 7mm out FAIL?

Be a fairly basic thing to deal with and at least there is something in place as there is in other countries.So who would store this info? The police, the firearm holder, the lease holder?
What happens if you move home or move to a different lease. Who verifies the results and would they be held accountable if on the next lease the stalker doesn’t preform as the lease holder expects - after all buddies could verify for each other and then move on or fall out which introduces another issue.
Bearing in mind that this costs money and people are already complaining about the cost of FACs going up.

If the candidate is using a borrowed estate rifle and shoots a really good group with this rifle but is a few millimeters outside the circle is a whole different ball game to a shotgun pattern with one or more outside the circle. Also I have been present when DSC1 shooting tests have been undertaken in horizontal rain and fierce gusty wind ... I am sure assessors do indeed use their discretion where they can ... but the danger is a candidate who might post on here or FB if they notice a candidate being passed who had technically 'missed'. Most money I’ve spent was £525 on a barely used (maybe used to sight in) Tikka T3. All my other gear has been less than that.
Having been unwell and in hospital for almost 2yrs wiped out £20k of savings we had.
So all big money spending in our house has to looked at carefully.

That’s why as I said the police strike a deal with such places, it doesn't need tobe one to one, it could be groups of 10-20 people, would take no longer than a hour on range to demonstrate safe practices, and discipline.
