Herts responds. More of the same.

So I applied to the Herts force for a co-terminus FAC/SGC back in September 2024.

Predictably, I have had no responses or updates from the force. A previous formal complaint resulted in the predictable: Yeah, you are right to complain. Nothing we can do about it.

I thought my MP might have better luck evincing information about my application status, or where it lies in the queue.

My MP has been absolutely stellar in chasing Herts. They have finally responded to my MP:

Thank you for sending the signed form of authority across, and apologies for the delay in my reply.

XX’s application is at an early stage of progression, although it should be noted that this is due to other applications we are working through, rather than any complications specific to his own application. XX’s application is not the oldest application that we have. Due to a number of variables and system limitations it isn’t possible to provide time estimates, or indications of where an applicant sits within the queue. We do however aspire to provide time estimates in future. I will provide XX with a time estimate should we be successful in working through the variables and system limitations, but I can’t comment on how soon that will be.

I would like to offer my assurance that whilst XX has not yet felt the direct results of this, a number of steps have been taken both prior to and after HMICFRS raising their concerns. The department - with the oversight and support of the three Chief Officer teams - introduced a number of measures to address these concerns. This included a large uplift of staff, process efficiencies, and greater use of technology. I'm sighted on our internal performance metrics and there has been a significant increase in performance since HMICFRS attended.

But the backlog we are tackling is a large one, and we are in a year of peak demand (our renewal application volume isn't linear, it fluctuates by a large percentage) - so there is more to be done.

We are continuing to explore areas to be more efficient, whilst still maintaining our core function of keeping the public safe from licensed firearms, shotguns and explosives.

We have also taken steps to address the concerns raised by XX and others regarding communications. There are challenges in this area, as much of the correspondence we receive amounts to requesting a status update. Whilst completely understandable that frustrated applicants would seek an update, responding to such requests takes staff away from tackling the applications to which they relate. We are exploring a technological solution that automates (or semi-automates) some updates, but in the meantime we have opened our phone lines for a period each day - further information can be found on our service status page:

We are also utilising other routes to actively engage with the shooting community. For example members of the team regularly support at rural events such as barn meets, shooting organisation annual meetings, providing both accountability, and an opportunity to engage and understand our members concerns.

Remember when fees increased to give more staff and a better service ..........
Unfortunately that was not what happened.

The fees were increased to cover their operating costs, which were being funded from other sources within the Police budget.
So the teams still get the minimum they can get away with giving, and the extra money can help fill the hole made by that.
 
Clearly some inconsistencies, because my experience was excellent.

Apart from the online form being monumentally useless, and buggier than a buggy thing, mine only took a few weeks, and was returned nearly a month before my FAC expired !

Still not like "Herts" used to be, when Mary used to run the office, but I can't complain,

XX's application remains in the queue and we cannot say when it will be processed. Delays are due to a large backlog and high demand, not any issue with his application. We have increased staff and made process improvements, but the backlog remains significant. We are working on improving communications and may provide timescales in future.

Could have processed a few applications in the time it took to write that 🙄
 
The monthly Accountability and Performance Meeting between the Herts Chief Constable and the Herts Police and Crime Commissioner took place yesterday.

It was a public meeting in the sense that you could register to attend it virtually by MS Teams.

You could be forgiven for thinking that you could register by going to the PCC's website, navigating to "Listening and Responding" and then to "Accountability and Performance Meetings" and then clicking on the link on that page (https://www.herts-pcc.gov.uk/listening-and-responding/accountability-and-performance-meetings/) you could register for the event.

That link actually takes you to the registration page for the February meeting. It has not been updated for the last five months.

To find the correct link, you need to google "Register for the Herts PCC Accountability and Performance Meeting" and then make your way to the Herts Connected website (Home Page - Herts Connected) to find the correct link.

Once you have managed to do all that, you get the MS Teams link for the live meeting.

Its a one-way stream, and there is no scope for asking questions obviously.

Once you have jumped through all the hoops and have managed to connect using MS Teams, and you have sat through the entire self-congratulatory event, you realise that yet again for the third month in a row, the PCC and the CC have not said a word about firearm licencing.

Not one word, not a single update.

On the other hand, we had a meeting with BCH FLD on Tuesday and we're presented with the current figures.
The application completion rates are going up across the board. It will still take time to get through the backlog but it is good progress nonetheless.
Work still to be done but it is movement in the right direction, I'm hopeful that they can eventually get a grip on things.
 
Do you know where they are (in terms of which month / year) for applications for new grants?

I did manage to speak to their call center, and I was unable to get any specifics.
 
The sooner the police are relieved of this arduous task the better. Maybe give it to the passport office or DVLA they seem to cope. It's got to be the conflict of interests between the police giving out permission to possess firearms and relieving baddies of them that is causing a reluctance to perform. We would all be a lot safer if firearms licencing worked properly.
 
I'm away at the moment so not with my notes.
They have two teams, one working on the backlog, one on the more recent applications, but I don't know the date they are working on.

The applications (for grants and renewals) that have been sitting a while, more often take longer to process, so the two prong approach stops the more recent getting stuck in the queue.
