'Calibre' (I think you mean chambering) is near irrelevant.
Bullets are everything!
There is a reason why competition shooters (not extreme long range) are using smaller and smaller calibres.
A 6.5 mm bullet of around 140 grain weight has the potential to be more aerodynamic compared to a 7mm one of the same weight.
Now you have Hornady making 6mm bullets which have better ballistics than 6.5mm ones (109 grain ELDX shown on the left).

If you can push a smaller calibre, more slippery bullet at a faster speed, you have an advantage.

What powder you using and what twist barrel?I've taken my 308 24" heavy barrelled Tikka to Bisley and Warminster, shooting 190gr SMKs which are very tolerant through the transonic range. Tried 175's but they weren't up to 1moa at 1000 yds from the 24 inch barrel as at transonic the 175's were not that predictable or consistent as the TMKs or venerable 190smk. Regularly shot moa 10 shot groups in steady conditions at Warminster 900m range (984yds) using the 190's and using 175TMKs. The fact that factory rifles have got so good out of the box still impresses me and I'm what I'd class as an average shooter, albeit with many years of LR shooting under my belt now.
I shoot Berger 185 hybrids in my 24" 1:11 twist with N150. Work well.
Never tried double base powders. What are the pro’s and cons?

What amazes me is the failure to adjust poa after impact? Maybe they don’t see the dust? Can’t you just measure the distance between impact and target with a ffp reticle then dial it? Or perhaps I’m missing something?
The guys who are decent don't dial at all after setting the turret for range, they use the reticle and make adjustments from observing impacts.
Some of the guys who tried to dial wind were chasing their tail and never got close.
The Xmas tree type reticles come into their own here.
