It seems so. Manuals are no great reference because you don't know what the barrel characteristics or ambient temperatures were at the time of testing. My Lyman manual for example shows much hotter loads than I'd be happy to use. I tend to go off either the powder manufacturer's recommendations or that of the bullet manufacturer, although there's still some scope for variation. You'd like to think with litigation being what it is State-side, they'd err on the side of caution. QL can be a good approximator and possibly more reliable as you can fine tune the programme to your specific test conditions.
I used to run the 60grn VMax with 22.5grn N133 with a col of 2.30 They worked well but if the ambient went up the bolt lift went up. I changed to N135 and it was far more tolerant of the temperature.
I had better results with the 60grn Nosler, but I went down to 50 and 55grn VMax like most other posters on this thread.
23.6gr N133 with 50 or 55gr bullets works very well in mine with great accuracy. A little hot but still a safe load in my chamber. Taken munty very humanely to 180 yds with gamekings in this weight range.
