Adhesives?

Evostick type , let it dry some and apply to both sides . Make sure your all good with the alignment because done right it will grab real fast ! Used to do this a lot when i built Gym equipment
 
Think maybe Stormsure in black may fit the bill? It performed well on a few things here before.
I was looking at Loctite 480, but seems hard to source without travelling into a metropolis.

I don't think so. It wouldn't stick well to the rubber, and it wouldn't be flexible enough when set to cope with movement in the rubber.
As others have said, use a contact adhesive, apply to both parts, allow to dry to tacky, and then press together.
Or maybe something like "shoe goo", as is used for boot and shoe repairs?

For rubbers I use CT1 which flexible, waterproof and is available in many colours. It has never let me down!

 
normal neoprene type glue - traditionally used to fix soles to shoes, etc.
remains flexible once set and it's very strong
 
What is the recommended adhesive for rubber to metal? .... Have bellows keeps popping off an ocular.
I would use super glue, it works so well with neoprene rubber when making O rings.

I used it to make eye cups on mum's binoculars and my rangefinder...I made an O ring to fit the eyepiece groove and then glued the squeegee rubber to it...maybe you could do something similar with your bellows?

I also used it to repair my Buttolo when that perished...reinforced with yet another O ring...messy but it is still holding after a couple of years.

If you use a contact adhesive I would use Thixofix, which has the advantage of no stringing and affords a bit of slide before final grip unlike the Evostik type.

The advantage of not glueing the bellows to the metal (or rather surface coating of the metal) is obviously that you can continue to take it off if you need to...so reinforcing the existing grip of the bellows with an O ring would be advantageous from that point of view.

Do a proof of concept by just wrapping an elastic band around the outside of the bellows to help keep it in the retaining groove?

Another thought...cut a dart out of the bellows and superglue back together thus reducing the diameter and increasing the grip?

3M adhesive. It comes in several different versions. IIRC, "Super 88" was best for rubber to metal/wood. Worked well enough for rubber, glued to magnetic antenna mount bases, that I had to fabricate for a military customer. The metal decayed long before the rubber came loose after 9 months at sea.
