Sounds to me like a very vindictive developer... I'm afraid I'm not able to offer much in the way of help other than to suggest you try to obtain writen statements from other tenants regarding the harrassments. Also maybe worth trying to get in touch with your local MP who may just be willing to help. Wishing you all the best in what must be a very worrying time.

Only things i will say is,
1 Get in touch with your MP and complain then keep following up for updates.
2 Contact your PCC and ask why nothing was done about your previous complaints, which should all be on record.
3 If you have evidence about his behaviour towards you as you say and others who have been harassed, get yourselves down the station and complain about the lack of support you've received from them.
4 Keep your Feo updated regularly too.
You need to be very pro active about these things, Fac / sgc holders are often too quiet about theses things.

Can you clarify that you were arrested? In which case you would have been taken to a police station and you would have been offered free legal advice.
It's unusual to get bail these days, people are normally 'released under investigation'.

Friend of mine was recently bailed without being interviewed, after he and family attacked by a man with a metal bar- friend defended himself and took bar off attacker- friends son broke arm prior to this- Girlfriend got her head stamped on- friend still awaiting to get firearms back - police procedures are going out of the window at mo unfortunately.

Yup, bail without interview is quite common. But you still have to be arrested to get bailed.
A similar thing happened to me, this was over five years ago.
When I moved to a different area, the incident was brought up by the new FEO, and has never been mentioned since even at renewal.
I would start with a call or better still a letter to the firearms manager and ask what is happening in your situation and what you are expected to do. Once you have that reply, then speak to whatever organisation you belong to or a specialised firearms/sporting solicitor
- An allegation was made against me about me being violent, the plaintiff was very intoxicated at the time and used violence against me, I was sober and walked away
- I was arrested and my firearms were seized
- I was interviewed and released without charge
- The plaintiff withdrew the complaint the following day when they sobered up
- I rang my FEO and was told the firearms dept would investigate my suitability to hold firearms
- BASC were of little use, their input was, you might get them back in six months
- After many calls to the FEO,and then they calling the plaintiff to see if they had an issue with the return, I was able to collect my firearms after one month.

I had a chat with D&C FLO at a shooting show earlier this year on just this topic..
Their process was
They must respond to a complaint.
There are two options
1. They ask for your cooperation and ask you to temporary surrender you liceand guns etc whilst they investigate.
They take photos of condition
They store them FOC.
2. If you chose not to cooperate, they revoke your licence and come back with a warrant.
The FLO'S view was that "1" was easier to recover from because the licencewas still valid (albeit temporarily surrendered )

And can go on for months, many months.
This is the best option, atleast you'll know they are safe and being looked after.. and if any further allegations are made you'll have proof that they aren't in your possession..
If they wanted to seize them it matters not where they are.
