Fine if you know what you're doing and know how to test the batteries to find out which are worth keeping, and which need to be disposed of

lithium 18650 cells fall on a spectrum between “power cells” which have lower capacity but can deliver high current without damage and “Energy cells” which have high mAh ratings but don’t live that long if you pull too much current.
all the 3500mAh cells are energy cells and are going to degrade quickly pulling whole numbers of amps out of them so they will quickly be less than the 3500 written on the side.
NCR18650F is only rated at 2900mAh but will hold up for hundreds of cycles.
