basc spoke to head of firearms dept to let me know that i need to contact the head of the department . so i phoned and shes on annual leave hopefully will resolve this issue
 
Tommy, I hope this is a wind up as I've never heard such a pile of tosh before. If this is true I would imagine they are using the DSC1 as an argument to prove your markmans ship and suitablity to take a safe clean shot. So what about the thousands of Fac holders who regularily shoot foxes with expanding ammo and have never stalked deer and have no intention of doing a DSC1. None of what you quote even meets with ACPO and Home Office guide lines.

Exactlly the point I made. I didn't actually have any desire to shoot deer at the time and I don't feel that DSC1 can make an unsafe shooter safe. I was set to challange it when a DSC1 course came up locally the following weekend so I just did it (and subsequently developed an interest in stalking!). I even told the office that if he was happy with me 'buying' an open licence for the cost of DSC1 I'll do that. Did the course, sent certificate and FAC to firearms licensing and back it came with everything I'd asked for. I think the police are using it as a defence - "well we sent him on the only course available so we did everything we could...It's not our fault"

It really highlighted to me the ease with which you can get what you want if you have the patience and the money.
