Changing rules on gun ownership - action required - BASC advice

Have read through the consultation document and clearly legally held weapons only feature in a minority of firearms incidents.

Do they count amongst the fatalities and crime statistics, the sort of incident where somebody in their late 70’s has a terminal diagnosis and rather than putting himself and family through all the trauma, takes himself and his shotgun off for a walk and leaves a note saying don’t follow but please call the police.
 
@Conor O'Gorman - couple of quick queries if I may. Largely agree with BASCs’ stance and suggested answers but have a couple of queries on the responses suggested for the free text section?

  • Financial penalties imposed on those chief officers who fail to run efficient firearms licensing units.
    • What does BASC define as efficient?
  • His Majesty’s Inspectorate of Constabulary advice on changes to firearms licensing to be mandatory rather than recommendations.
    • I believe HMICFRS make recommendations only as it’s an Inspectorate not a regulator. They require responses within 56 days ( I think) to recommendations - but have no powers to make recommendations mandatory. To make this suggestion binding, would require a change to primary legislation. I don’t think this is sound advice and maybe should be changed to ‘ Chief Constables in E&W must publish their response and explain within the time frame why they have not adopted HMICFRS recommendations on firearms licensing.
While on that point - should really include Scotland, so make clear it is recommended for HMICS too.

Not meant as pedantry or criticism - just conscious of presenting the best possible approach to a public consultation.
 
On 29 June the Home Office launched an eight-week consultation on proposals that will impact on the licensing of shotguns and rifles in England, Wales and Scotland for decades to come.

BASC is urging every shotgun and firearm certificate holder in Great Britain to spend five minutes completing a short Home Office survey in response to the consultation, which closes on 23 August 2023.

This is the most important consultation on firearms ownership in 35 years. You must not be silent and think others will do the work for you. The shooting community must respond in numbers. Make sure you have your say.

Recommendations to merge shotgun and firearms licensing conditions have been dropped prior to publication of the consultation. This was due to lobbying by BASC and others, on the grounds that the proposals were neither evidence-led nor proportionate.

However, there remain several harmful proposals that need to be opposed, and several helpful proposals to be supported.

This Home Office consultation fails to benchmark or contextualise the ONS firearms statistics tables and associated risk.

For example, approximately 5-6 people are killed each year by a tree. This equates to a 1 in 10,000,000 chance in any given year and as such is deemed 'broadly acceptable' by the Health and Safety Executive (Reducing Risks; Protecting People, HSE C100, Appendix 4: https://www.hse.gov.uk/enforce/expert/r2p2.pdf).

By way of comparison the average number of homicide deaths from licensed firearms between 2011-22 (Table 5) is 3-4.
