Corrosion in rifle barrel?

I had a customer drop off his rifle that was fitted with one of these not UK, not German, not USA barrels last week for replacement with something decent. This is a barrel that is supposedly new, only fired 2 proof rounds and in the picture is how he received it. Absolute bargain for around £550 if you like rust.

I borescope a brand new Blaser barrel and it scared me. It was not the perfect finish you would expect from a new barrel, however it shoots well under sub 1moa.

Wow, that's one messy bore in Neil's post! Strange how the very end of the bore looks clean but a couple of mm's in it looks like the moon. I can't figure out how that would happen?

Couple of questions as I can't see in the picture -
Is it rust or copper?
Is the barrel cromoly steel?

If rust, was it cared for in the usual way taken in to a warm house after being out in the cold damp (it being winter).

Was it a Tikka/Sako or Bergara barrel as I am unaware of any other brand who's steel isn't German made (not speaking of who then drills/rifles it etc).

If the barrel is a duffer, was a refund or replacement offered (like what Bartlein do)?

Yes I believe a refund was given to him, hearing word through the grapevine the customer (Tim, nice but dim) could of given the barrel back to the supplier at the range as he'd taken it off himself and they spoke face to face however he didn't so he could take it to Neil for whatever reason.

It is indeed, but with careful cleaning hopefully retrievable

Perhaps change your cleaning regime to a shorter frequency
 
Blimey!
If you have your own borescope, this is where you get it to check your cleaning process as you go...
Plenty of suitable carbon cleaning products on the market.
 
Forest ok for copper

Suggest you look at carbon and copper separate cleaning chemicals
