Does FOA have the final say?

Hi I had my firearms officer over today for my interview for my first fac and he was saying it’s not his decision he just comes out for the interview it falls down to management back in the police station if it gets granted or not. Just wandering if that is correct as i thought it was him who made the decision

never has been the firearms officer, he’s the man you need to make the right noises too, then he reports to those higher up.

Yes, he's correct.
The chap you saw will have been an FEO (firearms enquiry officer). His job is to make enquiries into your suitability (eg, interview you, check your security, speak to your referees, etc). He then makes a recommendation to the head of the firearms licensing dept, based on his enquiries, but it is not the FEO that ultimately decides whether your FAC will be granted

The FEO is not required to “quote it”… any decision maker, irrespective of the role they are employed in, must be able to justify that they followed the Model when reaching their decision/recommendation…..bearing in mind that their decision/recommendation might be scrutinised, dissected and questioned in criminal or civil court proceedings at any time in the future.
 
When I had my initial visit, the FEO said “She will make the decision”
Of course I never asked who “She” was 😂
