FAQ: Do I have an Open or Closed Certificate?

So what if you have an 'open' ticket and you want to shoot a centrefire on land previously only deemed suitable by the police for rimfire?

The onus is solely upon the certificate holder to check that the ground is suitable for the calibre/scenario. They do not need to check with the police force that the ground is ]

What an interesting question! I have an "open" ticket so I assume that I am deemed responsible enough to assess any land myself to decide if it is safe for the calibre I wish to use. The debate really does come in when we have the above situation - Who is in a better position to make "the call" and decide what is safe and what is not? - An FEO who might not even be a firearms user or the "shooter" who uses firearms all the time?

I own 30acres which was refused for anything over .22rf when I first applied, the FEO said my mate with his open ticket could shoot there but I couldn't :roll:

That one really takes the biscuit Si! It really makes you wounder what planet some of these FEOs are from?
Just out of interest, what calibres does your mate use?
 
I've just been refused my open ticket, I have been told that the officer responsible is not available at the moment to give the reason why. I have jumpd through all the hoops that they wanted of me to posses my newly acquired cf rifle I have recently passed my dsc1 I sent them a signd letter from a mentor about safe back stops and use of high seats, also a letter that was askd of me that I sent referring to the piece of land that I was intending to shoot on which was only passed for .223 the letter I wrote said that I needed my ticket opening up for this bit of land I have put high seats up with good safe backstops and that I would be very happy to show someone around so that they could satisfy themselfs that everything was ok all this was sent off just got my license back and still closed

​how long have you had your licensed and how many rounds have you used and what part of essex are you from
 
Any new permissions you gain from now on, quick call to FAO so they can flag up if its not been walked/cleared by them. They will let you know if they want a copy of your permission. I keep my copies in the van with insurance/licence and Google map of the land for boundry's any paths/trails or nuisance neighbours!

Mine is worded the same, feels like open an open ticket but its only one call to make sure I'm covered.
If its not it show's your consideration when the time does come.

308, 243, 22 license states may be used on vermin deer and any legal quarry wherever I have permission. This is surely right, the police should license the person based on their assessement of them, not on the land. A safe person should be able to shoot anywhere they deem safe.
 
hi. if the land has been cleared and you have been given permission, as far as I am aware you can shoot without asking police. it is when you have a open ticket, you decide what I safe rather than having to ask the police.you can apply for open ticket 18 months after having your certificate. my .22 is open, when I get my .243 I will have to wait 6 months to ask for open,

Then you'll get the idiots who will shoot a hole in the land owner/farmers barn, tractor or one or more of his cattle who will screw it up for everyone and give the antis more ammo to ban guns & hunting entirely.
You get that kind just about everywhere ..........UK, Canada, USA .......you name it.
The "stupid gene":doh: has no geographical or jurisdictional boundries.

I was just about to post a question related to this elsewhere on the forum, but I’ll put it here instead – I think what I’m asking is similar to exmarksman’s question....
I have the ‘closed’ condition on my certificate, and when i applied for the variation for centrefire rifle I enclosed a land authority, for the ‘good reason’ etc..... Now, if a friend offers me to come and shoot with my rifle on his land, and I know it is cleared for my calibre, if not more, can I do it? Or do I have to contact the police/send off new land authorisation (form 646)?
The condition is quite vague in this respect!
Any help much appreciated :)

If there are other calibre's equal or bigger already cleared on a piece of land then there is no reason why you won't be able to get this land added to your ticket. But you will still have to fill out a land authorisation form and request that it is added to your certificate. In my case I submitted only two separate area's of land, one which was cleared for what I asked for and the other I know wasn't cleared or ever had been, and they sent me back an open ticket for the quarry I had asked for. Although it is worth noting they are well within there right to only add land under a separate condition rather than give you a "open" ticket.

The follow up, needs to be about the criteria of the land, that makes the land 'deemed suitable by the chief officer of police' as I get conflicting advice on how the parameters are made up.
I understand we all want to shoot safely.
 
My rimfires (.22 & 17HMR) may be used on land where I have lawful permission etc
My C/F rifles only on land deemed suitable by a chief officer of police.

So, half and half for me

I'm convinced they make it up as they go. I moved authority a few years ago and when my ticket came back they'd closed my FAC off. When questioned they told me I had to serve probation for 12 months before they'd open it as they had no record that I had held an open ticket for over 20 years (even though i'd sent them a copy of my FAC from my previous authority). When I expressed concern as to how they had managed to loose such important records and that i'd like a letter to this effect they suddenly remembered where they where and opened my ticket.

My situation as a pest controller is a little different as my firearms are tools of the trade. However I have gone through the same as every one else eg starting off with a closed FAC, what I find when talking to others who are starting out, the first five year usually means a closed FAC. But you can request it to be open during these first five years with a reasonable argument, but definitely make the request on renewal, after all you have proved yourself by now .
