What they want to do is to stop someone holding all of the components to make thousands of rounds at any one time.
So if you hold 10k cases, 10k primers, a load of powder but only 100 bullets then no issue, as you can only make 100 live rounds.

So view it as all of the components to make live ammo, not some of the components.

I have to disagree here. As I said it is all about the inclusion of the specific wording to include intent.

As per @Stalker1962 post. The burden of proof for intent is very high and would require further evidence to prove beyond all reasonable doubt that the any person in possession of all the components had the intent manufacture ammunition over their authorised amount.

It’s a state of mind offence that will require corroborative evidence to reach the burden of proof for a realistic prospect of conviction before CPS would authorise a charge.

Possession of the components alone is still not an offence.

No, that is not what the legislation says.

I can hold as much/as many components as I like, provided I do not intent to manufacture more than my entitlement.


All fairly academic really, as anyone currently owning more that eleven primers is doing well...

what the police do not want is more rules that they cannot enforce . Its pretty easy to get granted high volumes of loaded ammo anyhow , just have a good reason .
After cutting out a stack of stupid bits about ammo ( like not allowing bullets to be sent via post ) where dropped do you honestly thing the police want that re-imposing .
600 rounds loaded is not that difficult to get for someone with good reason and the reason is ? because nobody could actually survive to fire 600 rounds in criminal actions against others , no place even close
the more red tape the more the cost , that's why the clown is asking the licence holders foot the full bill ! So long as we dont elect the wrong folks into government or all our orgs fail to respond its got a near zero chance IMO
