Legality of baiting deer?

Good afternoon everyone
I have a friend of mine who is struggling with some muntjac damaging some woodland. I have had a look around the last 2-3 days without the rifle just to get my head around the land and where all the tracks run.
And it’s absolutely bloody full of walkers, not so many as the sun is going down but even then he says he still gets them around at all times.
The only part I can find where isn’t on a footpath has very few tracks and signs of muntjac. So I spoke to the guy and he says he’d be happy to pop down some beets in a hope to try to pull the muntjac over there with the hope of shooting them.
I can’t find out online if it is legal to do so with any clarity and I can’t seem to get a hold of my fire arms officer.
Has anyone got any advice?

Perfectly legal. Sometimes people avoid baiting deer as they are concerned it may attract/hold deer in the area.

No legal problems at all though

Could anyone recommend a good attractant? The land owner says beets but I’ve heard a lot about mineral licks?
 
Stick a pheasant feeder out and fill it with maize or wheat. Or get hold of some field beans. The first two are fine in a phesant feeder. The beans are bulkier. Kieth Watson of Kieth Highseats used to make a feeder system for field beans. Give him a call and see if he can help.

Just as a side.........You say there is lots of public access to the woods. If they are allowed to roam in there, be mindful of putting out piles of apples and other stuff as it attracts the wrong kind of interest.

Are the walkers on footpaths or just roaming his wood?
It's in the title Firearms Enquiry Officer = firearms law not shooting law.
BASC, NGO BDS ....... would be the people to ask.
 
Pheasant feeder, beet and underneath a sweet chestnut tree in season all attract muntjac.
If you really need to get into them a thermal and look for them in thick cover, especially brambles.
