That's a very fair comment, coming from someone in your position.If this was set up and managed properly, and applied to the correct folk/bodies, then I don't think it a bad idea.
But it won't be, so it is bad, which is shame as it is an opportunity to potentially make a difference.

That is the thing (one of the things anyway), this is impossible to control and police.
