One for one variation

Not being pedantic but even changing calibres needs justification so No difference apart from £20 for the police
 
At last renewal, my ticket came back with a couple of authorisations still on it. These were for moderators.

I though I would take the opportunity to change these for rifles.

I received the same message from my FEO as the OP did. The mods are classed as accessories and therefore are not allowed to be "swapped" for rifles on a 1-4-1 variation. If I want more rifles, I need to justify their possession and if I want to delete the authorisation for the moderators, I can specify that on the notes part of the form.

But a straight swap is not allowed.

A moderator is a section 1 firearm as far as its presence on an FAC goes and a 1-4-1 allows for the changing of 1 section one FAC entry for another and therefore allows for a moderator to be 1-4-1 swapped for a rifle

If your local force tell you differently they are just having you over for £20, and yes i have done just that previously without being charged

If you already have a rifle that you want to swap out for a moderator, where is the rifle? I was asked to dispose of a rifle before asking for a replacement.

Other way around I believe. I think he's got an open slot for a mod, and he's swapping it for a rifle.
 
Yes, but it's still a 141 variation, and therefore doesn't attract a fee, because it's not increasing his total number of firearms held.
(A mod being deemed a firearm for licensing purposes).

My ticket had a slot for full bore moderner on it.
I returned the ticket with a one for one variation for a centre fire rifle.
My advice is to choose carefully which battles you fight.

An alternative way forward would be to amend your variation. Eg
Keep the moderator permission.
Apply for the new rifle permission and pay your £20.

My understanding is that a slot is a slot; and therefore regardless of what is occupying it if you get rid of that thing, whether moderator or actual firearm, you are entitled to swap the now-vacant but in its current state unrefillable slot for a vacant slot for no charge.,
The same AFAIK is true of a never-filled slot for something you no longer want.

It goes without saying that you need to show good reason for the items in the 'replacement' slots - but you shouldn't have to pay for them again.

From Para 10.36 of the HO Guide
“One for one” variation refers to firearms that are authorised to be acquired following the disposal of a firearm or a request to change an existing authority to acquire. There is no set time in which the certificate holder must apply for a replacement authority once their firearm is disposed of. The keeping of open authorities indefinitely should be discouraged, subject to a collector seeking particular firearms. Applications for “one for one” variations should be made by the certificate holder submitting their firearm certificate together with a completed Form 201V to the police firearms licensing department. Such variations are processed free of charge.

I can see no reason to believe that the use of 'firearm' in this context should exclude anything treated as a firearm in terms of the need for a variation - such as a moderator. Certainly I've used a vacant mod slot in the past as a fee-free one-for-one exchange for a rifle: a rifle for which I could, of course, show good reason.
