Open Cert Upgrade

I currently have a licence which states I can use rifle to kill deer on land which has been cleared for the use of the caliber. So for a first firearms ticket pretty usable.
I have had cause to get local FEO to clear a local wood for me with no issues. Always found West Mercia pretty good.

Recently had a couple of requests to try and clear Munties, but land owner not overly keen on having FEO about. In my view the ground is perfectly ok with plenty of back stop and very rural.

Due to renew in June so just wanted a steer on best best approach re obtaining a fully open ticket.

What wording do the good folk of SD have on their open tickets ?

Cheers all

Most areas on first renewal automatically give an open certificate, assuming there's no issues. Just ask your FEO if that's the case and go from there.

Most Forces are moving to open conditions and aren’t clearing land any more.
Ask your FEO for an open condition.
Odd that a land owner wouldn’t want an FEO to look at their land, are they making moonshine?

Was going to send you a PM with a template letter but can't as your settings won't allow it. :tiphat:

As others have said, just ask. I had a similar situation except I needed another area to clear lane and they were taking forever. I emailed my FEO asking for my ticket to be opened and he forwarded it to Firearms Dep with his support. This was after two years of holding the ticket, but I do have other relevant experience.

Give your feo as much information as possible, for example how many deer you have accounted for and if you have been stalking with another fac holder, ask them if you can pass on their name/phone number to verify your experience.

I'm finding having a closed ticket quite limiting when it comes to getting permissions as well, does anyone know what the lower bound for getting it opened is?
It's also strange to me that Scotland don't do land checks at all, so I've been told by my force that if I get a permission in Scotland they just take a record of it and I can shoot at leisure. Seems needlessly bureaucratic, but that's licensing for you I guess.

.
There is no lower bound.
It's a postcode lottery.
Some people have open conditions from first grant.
Others are told that they can request it to be opened after a year (or 2).
Others are told it will be opened at renewal (5 years).
There is no consistency, and no standard.
Basically, if you need open conditions, just write a polite letter asking for the territorial restrictions on your FAC to be lifted, and stating why. Mostly that will do the trick.

Just because.
As a landowner myself, I can tell you that we get more than enough compulsory inspections as it is.
If we're giving someone permission to shoot on the ground, we don't want any additional unnecessary hassle as a result of that.
As VSS says and from personal experience. Visits are not always straight forward and can quite often have an FEO with an agenda turning up. I have more than once had one try get the farmer to revoke the permission (it work in a couple of cases).
The other is what is your time worth? I take it you work (or have) for a living. So what recompense do/did you get per hour? Does the landowner want or need the interruption to their day, or maybe they have better things to do. Like get on with earning that living that often has lower wages/profit margins than other jobs, so time is precious.

I'd be more interested on hearing why the landowner doesn't want the FEO coming around.
Yes what’s the issue

Moonshine production
Crypto currency mining
Inflatable dinghy manufacturing
Lead shot hoarding
Tic Tok monitoring station

The OP made it sound a little sinister, I was just trying to find the root of the issue.

As a landowner with an obligation to control rabbits and a requirement for deer and other pest control, I have had a land inspection on a couple of occasions.

I had not needed one previously as I have an open FAC, but it needed to be done for the people that had a semi-closed FACs that were going to help with the task.
From my personal experience, the visits weren't a big deal. The local FEO came round and asked about the boundaries etc., second time he had a map with the local green lanes and footpaths on (this one was for large full-bore, previously it was just for rim-fire and .222/223), and job done. Took all of about 45 minutes, including the tea and chat afterwards.
I needed a job doing and don't have the ability to always do it myself, this was part of getting someone else to do it for me.

You may jest but we have converted one old pig shed into workshop and storage units.
I have had a number of enquiries from people who are very upfront about wanting them for growing weed.

They are even willing to pay double. :-|
