Parker hale mounts query

I am just trying to fathom out a few issues with my rifle / scope combo and narrow down the issues.

Rifle is a Winchester mod 70 with meopta artemis 2000 7x50, (25.4mm/1inch) tubeboth brought 2nd hand and separately. The scope holds zero but 'zero' is at the far side of the horizontal adjustment, with no further movement to the right. I have tried swapping the rings around and this just moved the zero to the far left!

The bases / mounts are Parker Hale:
Rear base: A5
Front base: A12
Should these be different or the other way around?

Rings/mounts
Both RHAS4 but 1 has a stud in the base.


Could there be an issue with the set up of the bases/rings, is it worth buying new bases/rings? or would the scope be the issue?
 
Bin the Parker Hale mounts and rings and put a set of Leupold bases and rings on it, the ones with the lateral adjustment. That is after first checking that its not the scope at fault.
Some daft beggar on ebay will probably pay more for the PH mounts and rings than the cost of a decent set of Leupold replacements.
 
As above but not just LP&S. Any bases that allow for windage adjustment and remember to centre the scope’s reticle before zeroing (horizontally) with the base adjustment screws.

Easily done by CAREFULLY winding the turret screw to the left or right until it stops, and then counting the total number of clicks until you hit stop on the other side. Then simply half the figure and click back by that value.

This chart might help if you study it……the stud on one of your rings is a recoil stud, basically it stops your mounts moving under recoil forward or backward.
