First, I'm all for fighting the creeping requirements, and not even from UK. But got to defend W1LL here. He was talking about closed ticket and subsequent variations. In fact about "easy living" with the FEO.
Judging from the closed ticket and FEO recommending stuff, he was quite new to the scene. He followed recommendation, got FEO happy (this is not just personally happy, but FEO got material that he can refer to later on, if somebody questions his judgement) and got some "perks".
AFAIK there is no requirement how fast a ticket should be switched from closed to open, and no (practical) requirement how fast variations should be handled. There are people that have been waiting extortionate amounts of time for these.
Heym SR20 linked in another post the basis from guidance, how FEO will establish the validity of information. This is likely to be done only once, and the method is different depending on FEO and the client in question. As long as it's communicated in good nature I'd have no problem. The alternative is to bug the land owners and such, requiring independent verification from them. I know some might get frustrated at such, and channel that frustration to the only person available (that is you).

I think you’re just making hard work of it personally, follow the guidelines and progress, it takes a lot of time.
Taken me over 20 years to get the ground and now I’ve given most of it away.
Closed ticket - part of life get over it!
Open up - 5 years or more.

Didnt the op say this is a renewal and the feo is allowing him to shoot before he returns ticket?
Keeping a record proves nothing, a freezer full of venison or rabbits prooves you have some dead stuff, photos of dead stuff prove you have photos( data could prove time and location but not who shot it)
Saved up primer prove you collect used primers.
I would hope the pressure for this is coming from the top, not a minion on a power trip but i would challenge it asking what they hope it proves?

the bit that frazzles me is the coppers are keeping your ticket, but you can use your guns
!
Get that put in writing from your FEO then ask to be shown personally where that is stated in FA guidelines where they can do that, then go straight to the top and forward to chief wiggham and kick off!
