I apologize. I did not know you were appealing against your certificate being revoked by the FLM. I was under the impression, from your recents posts/threads, that you were fighting wrongful arrest, wrongful seizure of goods, assault etc.
If you are in receipt of a letter stating the terms of the revocation, then you will appeal via the standard appeals procedure. If this is the case, LA is not needed as legal representation is not a requirement.
Should you exhaust the appeals procedure, you may then take out a personal claim against the decision of the FLM, but this would then be at a financial cost. Assuming you qualify under the conditions stated previously, then you can apply for LA as normal.
You could always request a meeting with a "no win, no fee" solicitor (known in the trade as "pay and play") though I would warn that they work off a likelihood of a 51% success. If they deem it is worth fighting, they will fight tooth and nail for you as their fees depend on it.
Who ever told you the police ALWAYS get awarded costs, is blowing smoke up your backside. Week before Easter my wife was in court to see the police "win" a case, and not be awarded a penny in costs.
