BASC Survey on FAC and SGC processing by various Police forces in England and Wales

Just received my latest BASC magazine. Very good article regarding the very wide discrepency in the average length of time taken to process FAC, and SGC grants, renewals and variations. Some are in single digits, whereas others are measured in hundreds of days.

Pity they didn't include Police Scotland, PSNI as well.

I will leave it to DavidBASC to provide the full details on here if he sees fit.
 
This survey is well overdue, but a good start. BASC will need to conduct annually.

I see former CC of Hampshire, former ACPO lead on Firearms, left an exceedingly poor legacy at Hampshire, and excelled himself at Avon & Somerset, with "n/a" across the board there.

What is missing here is a few columns to document issue of S7 permits, number of weeks in force until issue of certificate, and number of times it had to be extended.

Follow up action required to secure compliance with statutory obligation to furnish FOI request information.

Need to know how many SGC/FAC in issue too.

Im not sure why A&S didn't respond - If you ask they tell you.

They currently quote 16 weeks for an SGC grant and this is pretty close to what they achieve. So while not brilliant, it's hardly bottom of the table!
 
Green cells are awarded to the top forces, while the bottom are red. Yellow cells indicate average performance.
 
I have added a few calculated columns to the BASC Survey, and ranked the performance of each force according to days taken to grant FAC, with a ranking also provided for days taken to grant a SGC. The calculated columns show an "CF" a competence factor, measured by how many days for grant of FAC or SGC divided by the days for Leicestershire force. CF less than 2 is green, less than 3 is yellow and 3 or greater is red.

The FAC Renewal Margin and SGC Renewal margin is number of days differing from the 8 week (56 days) being permitted by the recent law change. Holders who submit renewal applications within 8 weeks of expiry get an automatic extension of up to 8 weeks. It is clear that less than half of forces can even meet this 8 week grace period for FACs.

Big improvements should be expected in 2017 for Essex as BASC is reportedly showing them how to do their job. I recall that Essex routinely issued S7 permits because they simply could not perform renewals efficiently. The 8 week extension will clearly benefit their stats in 2017, but I seriously doubt they will move from worst performers willing to co-operate by furnishing data.

It would also be of interest to see which forces had improved since the recent fee increases.

Appreciate that there are differences in Northern Ireland where (and I stand to be corrected) they actually have a new and straightforward system with classes of weapons, however for Scotland Firearms Licencing is not a devolved matter, we are not an independent country and Police Scotland has by law to follow the same protocols as all the English forces.

And BASC represents all British shooters and has an active BASC Scotland which is constantly pushing Police Scotland.

Police Scotland have several different locations/offices that deal with FAC/SGC matters (a legacy of the old multi force structure). I suspect that if PS was asked for similar information to the BASC study it would vary depending on which 'office' provided the figures. I'm now with Glenrothes and it seems to be far more efficient than Edinburgh was. All about staffing, workload and organisation I suppose...............

Whilst I appreciate the extra work involved impractical, it would be interesting to see the number of transactions the days are based on, because, for example, I very much doubt Durham average "one day" for a variation, and I'm sure there could be other misleading figures in there too.

Individually, I think we already know how good, or how bad our FLO office is.
 
Mines already running 19 days behind the reported figure for a renewal. Is that a redder red then!

Is that 19 days over the 8 months West Mercia is currently quoting for a renewal? I'm due in October and it looks like I need to start the process now if it's going to get done 'on time'. I note that all the outfits with 'West' in their name are uniformly rubbish... :(

Its 19 days over the info just provided by BASC, sent off in April due for renewal late July.

Well done BASC for getting the information. Essex is worse than rubbish, I think the poor performance has gone on long enough.
