Nope, apparently all the mechanical parts are made in the USA, apparently all done in-house, not subcontracted. Doubtless the lenses etc. come from elsewhere, to their specification. I don't think they grind their own lenses. Then they are assembled, in house. And serviced/warranted, forever. Which apparently is true.

Leupold riflescopes are all designed, machined, and assembled in our Beaverton Oregon manufacturing facility. We do not have any other riflescope manufacturing facilities or offices anywhere in the world. So if you come across a Leupold riflescope being shipped into the United States from China, it is a very likely a counterfeit.

Hawke 'scopes are of course mostly made in China, for a fair price. Perhaps their UK specifier/importer may have some actual service facility, but I would mostly expect that they simply replace with a new one, if it is still a current model. Or offer a newer model, with a discount based on what you originally paid. Assuming that you have kept the receipt (not difficult to tuck it into the box, avoiding whataboutery).
The terms of Hawke's warranty are clearly expressed.

@zambezi I think that you are in danger of cutting off your nose to spite your face. From what I can see from your postings your 'scope is an old model, pre-2018, though you seem uncertain about when you actually purchased it, having lost the receipt. It is sad that it failed, but it seems to me that you may have been offered a new current model, almost certainly better, with a discount probably about the original price of your old 'scope. With a new lifetime warranty. Frankly they didn't have to do that. Personally I would accept that offer. Even if you now hate Hawke, you could sell it on to someone who might appreciate it, although they would not benefit from the "lifetime warranty, which only applies to the original purchaser.
I have bought numerous Hawke 'scopes, and binoculars. All but one have been faultless, and that 'scope was replaced immediately with a new one. This was prior to 2018, and sorted out swiftly by the dealer from whom I purchased it. It is still a decent hunting 'scope that cost me about £75 at the time. The current model would be nearer £200. FWIW I also have three other Hawke 'scopes, old ones, used on recoiling air rifle, rimfire and centrefire. None of those have given me a moment of uncertainty, and I am very picky. That's four in total, plus my binos.
To expect exceptional levels of service from a budget 'scope manufacturer who don't actually make them, probably not even originally warranted beyond some years, is profoundly unrealistic. Perhaps if you had exercised it more, when it was still in warranty, the latent defect might have become evident when you still had a chance to return it. I'd take up their offer. Or you can give up in disgust, and I suspect afford to write it off to experience.
