To return to the point- the power to require mv insurance will be enshrined in the primary RT Act as amended by Subordinate legislation whereas that for shooting insurance will be some local Firearms Licensing outfit’s “policy” which is open to challenge as it is in best case their interpretation (or a whim) of what Parliament intended and in my humble opinion is both wrong and exceeds their powers. Next thing you know you will need insurance for golf!
In bold is to the effect the closed or territorial condition will have been removed, so is not under the list of land which has been cleared in the past by that police force in what ever county you live in. It is quite simple TBH
All FAC's have conditions some are more relaxed that others, so I shoot a 7 acre field for muntjac with a .270 as my FAC allows me to. So it does answer your question just you are not understanding the system.
The system is designed so if you read and take on board that a lot of tickets are opened up on the first renewal which is 5 years, in 5 years hopefully people will have gained enough experience to warrant shooting a 7 acre field with a centre fire..!!
However there has to be gate ways so people who can demonstrate what they need and not wait 5 years also there is not enough MAN power to clear every scrap of land nor should it be as then the people who have little or no experience will be shooting on it.
My personal experience was in having my FAC "open" for my use was from shooting foxes (a lot) so after 14 months I used the system, gave them what they needed a FEO came around had a chat took my FAC on a Thursday and it came back on the Tuesday.

Not correct, you must still apply for authority to possess every firearm on your certificate and show you have good reason to use it. Having an open certificate doesn’t automatically mean you can apply for a 6.5, having land with deer on and permission to shoot there does provide good reason.
You’ve ripped 2 questions into one (confusing) post.
‘Open’ means no territorial restriction for where you can use the firearms on your certificate (in terms of field use not target club use).
In what way? My experience of the same forces show reasonable consistency.

I had a closed license and land at the time passed for a .243 I applied for .308 and 300WM with west Mercia so I could book paid stalking trips for boar and deer they said that’s fine we will give them to you on an open license as you have no land passed for them when I moved to West Midlands I had a phone call telling me I had to dispose of my 308 and 300WM as I had no land passed for them I said open license covers that problem doesn’t it they said no there rules are you must have land passed for every calibre you have even with an open licence and land passed for 30 cals doesn’t cover the 300 WM
Not for the first time the FLD has got it wrong, if you have evidence of going on paid stalks on other peoples land that should be enough, otherwise next to nobody would have a .375 upwards on their tickets because most people who have one use it abroad.
