Moderators off ticket tomorrow then ..

So do they still need to be locked away as I’d like to free some space up and think they will last a lot better living on the radiator
Likewise Scottb123 - I have been trying to find the answer to that very question, so far nothing I have read has clarified if they have to be locked away now or not 🤷‍♂️

All of the security references, including the conditions on your FAC, refer to the securing of firearms and ammunition. Since this act removes moderators and flash hiders from the legal definition of firearms they are no longer firearms and so they are no longer covered by the firearms requirements.

At least until the wording of the Firearms Security Handbook, the conditions on your FAC etc are updated to contain the words "relevant accessory", I think it is going to be up to you where you store them. Your FEO might have a differing opinion which might also evolve as the wording elsewhere catches up. I have plenty of space in my cabinets for them so I'll be keeping mine in there but I don't see that I absolutely must keep them in there now, as it stands.

Just my opinion of course, despite having a very keen interest in the law I am not a lawyer!

Correct, the Home Office have clearly stated that sound moderators have been "Removed them from the legal definition of a firearm".

So I'll store them in a safe location but more due to their value, hopefully can free up some valuable cabinet space. I need my FAC to buy primers, but don't have to store these in a gun safe either.

And powderof course 👍🏻

What will be an interesting watch, is if the government decide to publish they have “reduced the number of legally held firearms by X, thus preventing these being stolen or lost and ending up in the wrong hands…”

Sorry, am I missing something?

The proofing of a moderator or flash hider because the interpretation under s57 ruled these accessories to fall under the auspices of s1, “a firearm”. Now that moderators are removed from this definition, no requirement to proof.

Despite the Proof Master alluding that a moderator when attached becomes part of the barrel and so needs to be proofed, I’d hazard that’s not the case. The barrel, would still have a proof mark. And if the mod was deemed to be part of the barrel when attached, ergo, the mark extends to that.

And if, what the Proof Master was alluding to was true, why is that not extended to barrel tuners or compensators…?

The proof house are going to lose income with the introduction of this legislation. It’s worth remembering that the first 100 or so sections of the Gun Barrel Proof Act 1868 is dictating how the “BUSINESS” will be administered…

This was published yesterday, 29th June 2026 as a circular to Police and other relevant authorities. Includes updates and amendments on a whole host of different topics, moderators just being one little part.

Also bans balaclavas or similar being used to identities at protests, greater powers on trespass and unauthorised encampments, and child pornography.

Latest legislative changes following the Crime and Policing Act 2026.

As of 30/06/26, sound moderators have been officially declassified from Section 1 firearm controls – but there are a few important changes to how we can now process your orders.
Here’s a quick breakdown of what has changed, what hasn’t, and what you need to do when buying a moderator from us.
🔹 What’s Changed for You
  • No variation required – You no longer need an open "slot" on your Firearm or Shotgun Certificate to purchase a moderator.
  • No certificate endorsement – We will no longer write the moderator onto your physical paper certificate.
  • Online sales & direct delivery now permitted – You can now buy a moderator through our website and have it shipped directly to your home address via courier. No more "click-and-collect" or RFD-to-RFD transfers.

🔹 What Hasn't Changed
  • You still must hold a valid FAC or SGC – It remains a criminal offence to possess a sound moderator without a valid certificate. We are legally required to verify your status before dispatch.
  • Our stock remains securely locked away – As an RFD, we are still bound by the Home Office Firearms Security Handbook, meaning all moderators are stored in approved safes or monitored secure rooms.
  • Record keeping continues – We maintain accurate acquisition and disposal records for full audit trails, just as we do with sub-12 ft/lb air rifles.

🔹 What You Need to Do When Ordering Online
To comply with the new verification requirements, we’ve introduced a simple two-step process:
  1. Place your order for a sound moderator on our website as normal.
  2. Email a clear scan or photo of your valid FAC or SGC to orders@livens.co.uk.

Please ensure the name and address on your certificate match your order details. Once verified, we will dispatch your moderator directly to you – no additional paperwork required on your side.
Final Note
These changes are designed to cut through unnecessary red tape while maintaining the highest standards of security and compliance. If you have any questions about the new process or your specific order, don't hesitate to reply to this email or

I can’t see any reason they can’t be posted from a legal perspective. Any issue will be more a practical one of the seller being satisfied the recipient is entitled to purchase and being able to find a courier who will deliver it.
