Thank you for clearing this up.If vets see an adverse reaction, they should report it and the 2023 adverse reaction data gives L2 vaccines less than two cases per 10,000 doses; L4 less than four cases per 10,000 doses.
World vet consensus is to use the L4 due to changes in the prevalence of the bacteria and to use the L4 in those animals most at risk - hunting and farm dogs.
L2 vaccines contain canicola (dog reservoir, now rare) and icterohaemorrhagiae (rat reservoir, common)
L4 has the above plus australis (wildlife reservoir, increasing) and grippotyphosa (more common in Europe)
