FAC wait, opinions

I know this topic is beaten to death, but just want to get peoples opinions on my situation as not sure if Im right to be thinking of lodging a complaint (for all the good it'll do).

I applied for my FAC back in March, and did an early shotgun renewal at the same time. Handed my forms in and paid cash. 3 months passed without hearing from them, so I started playing cat and mouse with the firearms team until eventually I managed to coax the phone number from the assigned FEO out of them. Spoke to him and he said he had been trying to call for weeks, but had the wrong number for me. Not sure how thats at all possible, but never mind. This was the first indication that he was going to be full of it. Anyway, interview arranged for the following week without any further hassle.

At the interview he suggested I get some more experience with one of the calibers I was asking for, and said quite specifically he would hold onto the application for two weeks to allow for this. I agreed and undertook the shooting he suggested, at not inconsiderable expense to myself and some inconvenience to friends. He also asked if he could take my current shotgun certificate with him after the interview, as he indicated my new one would be along very soon. I agreed to this.

After the two weeks I emailed him as he requested with details of the trips and details for someone to verify. Over a month passed and hadn't heard anything back, so phoned him again. Was told he never received the email for some reason and to resend it. Miraculously he received it the second time. Another month wasted.

Fast forward to the beginning of September, there was still no progress and I now needed my shotgun certificate as the game season was underway. He arranged for me to travel into the city to collect it form the front desk of the Police station. We also discussed progress with the application, where he stated it would categorically be off his desk within two weeks, or in his words, his boss would have his arse. Just over two weeks later, he finally contacted one of my references, at a fairly unsociable hour. Id hoped that this meant it was finally progressing. None of the other references were contacted however.

Another month+ passes and still no progress. Called up a fortnight ago to no answer, so left a message. No reply to that, so emailed him asking for an update. Over a week has passed since the email and no answer to that either. Contacted BASC a couple of days ago who advised to email the head of department, which I am about to do. They said if that is ignored they may be able to contact them on my behalf. Also suggested the complaints procedure as a further option.

Am I right to be miffed by all this? Over 8 months since application, and over 4 since interview is one thing, but feel like Im being constantly lied to as for of appeasement, or just plain ignored.

As a side note, Ive a friend waiting on his first shotgun certificate for nearly 20 months now from the same office.....
 
Quite right to be a bit miffed!

If I was you I'd camp in the foyer of the firearms dept HQ until sorted!
Joking apart, I did once go to NWP HQ to chivvy up some certificates about 5 weeks after submitting the applications. They weren't ready, so I said I'd just sit outside in the sun and eat my packed lunch while they sorted them out. By the time I'd finished my sandwiches the certs were printed and signed and waiting for me in reception!
 
I would be incandescent - you are the soul of patience. What you suggest (the story) is unreasonable and down to one FEO, clearly his responses are untrue and his boss needs to know the simple history.
Just state it as you have done above. BASC might help but don't hold your breath.
I would advise you write the details to the head/manager of the firearms and explosives licensing unit at your police HQ. This is simply pathetic and you are paying for it, get it done tomorrow. If you need any help I'm free to assist, no BASC subs necessary.
 
Mmm sounds like you unfortunately have that one employee who is only just managing to hold things together before he gets the sack for not being up to the job. Definitely contact the FLD manager in writing (email is fine), attach read receipts to all emails so you can prove they have got them. Hopefully they'll get rid of your FEO and you'll get a new one and all will progress as it should do.
 
Thanks everyone, didn't think I was being unreasonable. The annoying part is the FEO is such a nice guy whenever Ive spoken to him. Perhaps its a well honed skill to get people off his back, or maybe Ive come across too nice myself and seemed a pushover who can go to the bottom of the pile. Who knows, but enough is enough now.

Does anyone know where I will find the details of the correct person to address it to, or will marking if for the attention of the firearms manager suffice?

Your licensing force will have a website accessed from a Google search like 'Cheshire Police'. Within that there will be a link to the 'Firearms and Explosives Licensing Unit'.
The managers e-mail address/postal address will be given. If not ring the local cop shop.

Address your letter to the administration officer for the chief constable of your force , with a copy to your police & crime commissioner, sit back & watch the fall of soot!
 
Shocking service - and good evidence that all important communications with any firearms licencing department are best conducted in writing by 'To be signed for' delivery. It cost a bit more time and money to start off with but will result in a better and quicker service in the end.
 
Tbh I would just go straight to the police complaints dept. Say you are unhappy with your service and do it that way. The FEO has made unreasonable demands and you are now waiting for a ridiculous amount of time if the case is as vanilla as you imply. Dont be afraid to kick up a stink after all you pay their wages.
 
HDShark, we all hear stories of certificates taking ages. For the most part those delays are caused by more enquiries being done before grant/renewals these days, a lack of staff and a backlog building up. Not acceptable, but these things happen and thankfully these problems do seem to be diminishing somewhat, if not altogether. And they are usually at least honest with you.

But your case, frankly proved by the inept communications from the FEO is different. I wouldn't hesitate to complain. The emails you sent but allegedly never arrived can be traced and they can check if they've been read. They can, of course contact your references to see if he's contacted them and they can look at your application file and see what, if anything else has been or not been done by him. He might be able to lie (ineffectually) to you, but not to the police complaints dept. (or whatever it's called in Scotland).

So, yes, the time for rattling cages is upon you I would say. I'm sure that folks on here would be very interested to hear the outcome of this, if you could be so kind as to update us.

My letter would start off with the 'Date of application', then ask? Is it standard practice in your department for this amount of time to elapse to process my application? If 'NOT' then will you explain why?

I had a similar story with Lincs police. One email to the local Police Crime Commisioner and progress began! Even had a friendly Detective Inspector who it seems was allocated to kick some a** in the dept ringing me with regular updates on progress. Could be worth a go? It's a service we as license holders pay for after all.
 
Thanks for the replies everyone. In the end, something obviously clicked into place as I picked my certificate up yesterday. Makes you wonder who reads the forum!

Got both calibers I asked for, and plenty of ammo allowance so despite the wait feeling chuffed. Now to bankrupt myself buying rifles!
