For someone who's says they're too busy, it sounds like you're about to make more work for yourself.

A simple approach would be to sell you're shotguns before the next renewal and then let the SG certificate expire.

PS the fee is for "processing" the certificate.
It's not like buying a jumper from M&S, or car tax.
You'll not get a refund

Why on earth would you give up the certificate that you don't actually have to show good reason to renew? That makes no sense whatsoever. Just keep it going.
