I guess the starting point in addressing your query is that what was announced in February 2020 by nine organisations was a voluntary transition away from lead shot and single use plastics for live quarry shooting over a five year period. That was and is not a 'voluntary ban' [on lead ammunition]
Some progress has been made in that voluntary transition but time is running out and by the end of this month a public consultation will launch on restriction proposals.
