Miniature Rifle Ranges (MRR)

I know that BASC is trying hard on my behalf

However it has been May since I asked for my MRR to be placed upon my renewed FAC

So far there has been no success

Been away from this forum for a while, so missed all this chatter....

I am also going through the sect 11(4) fun and games.
In my case this is a private range for friends and family, rather than a traditional club. Though I do run it as a club to get insurance and exemption cert.
I've been in contact with Dorset police about getting the rifles onto my FAC since October 2023, when the changes got Royal ascent. But they have been struggling to do this till recently. This is not the FLD's fault, they have been pushing the Home Office for the changes to the statutory guidance, and getting stone-walled.

They have decided that they will deal with these as if they were a club. Issuing a club licence to the operator, rather than using my own FAC. (At least in my case.) So whilst I don't run as a HO approved club, I still get a free licence for the range, issue and variations.
The only thing I needed to do was give a list of club members and a declaration of how we check that prohibited people (under sect 21) don't shoot. And info about other people managing on my behalf, storage plans etc.

It's been a long journey, but the Dorset solution is sensible.
(They must despair when they see my name on paperwork as I don't do anything normal/usual and cost them a lot of time.)

It will be interesting to see if the club FAC has the requirements for range insurance. As this was not needed for the exemption. I have it and plan to continue, so not a problem for me. But may be an added expense for others? And complication of having to get a range inspection done (depending on your insurer).
 
Having insurance should be front and centre in anyone's mind who operates a MRR.
I wouldn't even consider running the range without it.
Anyone who does is asking for trouble, and I for one, wouldn't shoot there.
If the operator scrimps on something like that, it makes you wonder what else they have decided wasn't necessary, like safety or maintenance.

We have two companies running MRRs, and they are separate. Both have insurance, both operate very differently, and so need to be kept separate, at least on paper.
My force have decided that as we also run a club (but these aren't club guns) that a club FAC is not the route to go. Both operators have private FACs, so they have decided to add them to our personal FACs.

My list of firearms reads like a wiki list of the 22LR variants.
It seems a complete farce the way it has been implemented, with little guidance from the top. Can't fault my FLD though, they were just as much at a loss as I was. At one point it was looking like I'd just get a condition that I could run a MRR but the firearms wouldn't be added as slots, just use the FAC to buy and sell. This would make sense and allow the operation to continue as before, but no, they have now added them all to the FAC. As we get through rifles regularly, I have more spare .22rf slots than most people have total firearms.

I cannot see how they justify calling operating a MRR a club and issuing a free FAC given a Home Office approved club pays not an insignificant fee of £444 for first registration and must meet a certain criteria like a club constitution, club officers and minimum number of members.

HO Approved Clubs still benefit from a free FAC, do they not?
