Latest legislative changes following the Crime and Policing Act 2026.

As of 30/06/26, sound moderators have been officially declassified from Section 1 firearm controls – but there are a few important changes to how we can now process your orders.
Here’s a quick breakdown of what has changed, what hasn’t, and what you need to do when buying a moderator from us.
🔹 What’s Changed for You
  • No variation required – You no longer need an open "slot" on your Firearm or Shotgun Certificate to purchase a moderator.
  • No certificate endorsement – We will no longer write the moderator onto your physical paper certificate.
  • Online sales & direct delivery now permitted – You can now buy a moderator through our website and have it shipped directly to your home address via courier. No more "click-and-collect" or RFD-to-RFD transfers.

🔹 What Hasn't Changed
  • You still must hold a valid FAC or SGC – It remains a criminal offence to possess a sound moderator without a valid certificate. We are legally required to verify your status before dispatch.
  • Our stock remains securely locked away – As an RFD, we are still bound by the Home Office Firearms Security Handbook, meaning all moderators are stored in approved safes or monitored secure rooms.
  • Record keeping continues – We maintain accurate acquisition and disposal records for full audit trails, just as we do with sub-12 ft/lb air rifles.

🔹 What You Need to Do When Ordering Online
To comply with the new verification requirements, we’ve introduced a simple two-step process:​
  1. Place your order for a sound moderator on our website as normal.
  2. Email a clear scan or photo of your valid FAC or SGC to orders@livens.co.uk.

Please ensure the name and address on your certificate match your order details. Once verified, we will dispatch your moderator directly to you – no additional paperwork required on your side.

Called a few other places with Mods I want in stock and they’re waiting the local authority to letter them with clarification re posting.
 
Anyone any wiser as to why the commencement pretty much slipped in under the radar? It would seem the shooting organisations were caught out by this too.

Cluny seem to be well informed. I’m on their mailing list and a few weeks ago had an email giving a heads up the restrictions would be going shortly. Monday had an email from them saying available now.

That’s what prompted me to ring and order so they may have seen a few orders from that marketing activity.

Store closed now whilst they are at the Scottish Game Fair so expect those gun stores there with stock will see some good moderator sales as well.
 
I can’t see any reason they can’t be posted from a legal perspective. Any issue will be more a practical one of the seller being satisfied the recipient is entitled to purchase and being able to find a courier who will deliver it.
BASC official guidance states the legal onus is soley on the buyer, not the seller.

They released their full guidance on their website yesterday.

However, that isn't to say that it wouldn't be utter weapons grade stupidity for sellers not to ask for proof of FAC from buyers and for sellers not to do all due diligence possible within their power, before selling/posting a mod.

We've been given an olive branch here. The legislation is far Laxer than I could have imagined. Let's not eff it up!

So will I be able to mail order a .308 moderator?
I doubt it .
You still need a FAC to purchase or possess a Mod so it will be interesting to see any guidance from the police as to how dealers can deal with mail order. Will emailing a copy of the FAC be acceptable?

Both BASC and SACS were seemingly unaware that this was happening. I find that a little disappointing to be honest.
