The source of this whole debacle is clear and the eventual outcome entirely predictable. The purpose of firearms and explosives licensing is 'Protection of Public Safety', that's why it exists.
The source is persistent and sustained Conservative government cuts to public service funding. This has resulted in year on year reductions in staffing, trained and experience staff leaving, excessive workloads, shortcuts being taken and incidents not dealt with properly or ignored.
People who never should have been granted certificates were granted. Certificate holders who misbehaved were not revoked, with the inevitable tragic loss of life.
The most well known tragedy has (at long last) sparked off nothing less than a blind panic and a huge disaster recovery/backside-covering operation, resulting in multiple revocations and deplorable service to law abiding certificate holders, who come nowhere in the list of priorities.
Not to put too fine a point on it, the Tories

have buggered up just about every public service, from NHS, Passports, Border controls, Land Registry etc. etc. etc. and firearms licensing is no exception. Could anyone reliably name a public service that they have not seriously damaged? Certainly not I!!
