Renewal Docs. return

Hi,
A friend has had all his renewal documents returned because his medical history didn’t go back far enough.
Firearms section said they want his history from when he was born!
If that not possible they will accept going back 15 years.
He’s held a certificate for over 40 years.
Is there anything in law supporting this officer’s request?

Ps. Why would they need to go back beyond his last renewal for anything?

Surely this is one for BASC,NGO etc it was ok 5 years ago for a previous renewal but now they want further years back. Is that an admission of incompetence 5 years ago?

No medical conditions to declare.
I’ve no idea (Or way of knowing) if they deal the same with all renewal apps.
