Should my expander die be shortening my brass,

No worries
See what those measurements come out at from your FL die. Maybe need to buff down the original expander ball a bit to stop it from going too small, before using the expander mandrels.

All sorted now chaps, now i worked all this out by myself with naff all help from @ColinBr whatsoever, (honestly)

seems my die is constricting the neck to much and the mandrel is having a job getting in so its shortening the brass,
the answer was to reduce the diameter on my expander ball that id taken out of the FL die, put it back in to open the neck up a bit, then let the mandrel finish the job of to perfection, necks now perfect and no more OAL reduction,
thanks for everyones help and suggestions, but as ever a massive thanks to colin who if it wasnt for him id of packed reloading in 35 times,
he gave me his number at the beginning of my reloading journey and said he would help how ever he could, any time, and hes been an absolute waste of time, i mean rock
iv probably text him 30 times a week for the last year about all things shooting and hes had an answer for F^&k all, sorry i mean everything
i think we are now actually long distance lovers
