Hoppe's # 9 was effectively outlawed many years ago because of the main constituent part being harmful to health. It was replaced by Parker Hale 009 which may not be quite so effective but is a much safer product.
I believe that the original Hoppe's 9 which was distributed by Parker Hale contained Triethanol (Trico) which was sometimes associated with substance abuse (sniffing). All the factories that used this in large tanks for degreasing that I know replaced it long ago.
Also, I understand that Trichlorethylene was identified as being potentially carcinogenic, hence its use was discontinued as a cleaning agent years ago.
