I really don’t get this bit. That lady is a professional and career Civil Servant who knows full well the risks of destroying notes of sensitive/controversial meetings if there were significant important decisions taken and they are not formally minuted (which they really should have been in the first place). Against this background she would have sought a formal direction from her minister and usually in writing to protect herself.
