The tender docs don’t go into a lot of detail but the scope is to allow forces to record the grant of licences, not to facilitate it. So whatever the current application process is for a particular force is, that continues, but the results are recorded in the new palantir system instead of the legacy NFLMS


Risk analysis on a database of firearms owners doesn’t flag risks from people who aren’t on the database; the problem palantir solves is the guy in Plymouth, not the guy in Oxford
Would it not have flagged up that the fake certificate did not exist? To draw a parallel with retail banking simply printing a fake credit or debit card gets you nowhere .
 
One thing I do want to know is, if Gun license will be digital. Will this remove the need for 141’s, could it open the door to owning whatever you want up to say .308 anything over needs checked out

More to the point, as far as the 1920 Act and subsequent amendments go it needs a major overhaul and streamlining, if you contrast s 2 with the more bureaucratic s1 the differences between the two haven't been proved to make a jot of difference to public safety.

I don’t know the details of the Oxford/luton guy but either a) he used a valid cert number in which case as far as the police were concerned the gun was on a valid cert, or b) it was totally fake in which case the police should have noticed as part of the existing process that the cert was not valid when they processed the advice from the vendor that he had disposed of it. In neither case would it have stopped the perp buying the gun because it was a private face to face sale as far as I’m aware.

A fully end-to-end digitised system with a proper digital FAC that links RFDs to the database and processes transactions in real time would be great for users and reduce possibility of fraud at RFDs, but there’s nothing to suggest that is in the scope of this project.

In short the guy photoshopped a certificate to buy a shotgun in a private transaction and went on to kill within the 7 day notice period. The vendor follwed the correct procedure. Police activity didn't come into it because fac/sgc legislation is only relevant to circumstances that existed over 100 years ago
