Firearms Licencing - 1 certificate for each Firearm

I find the incompetence of some MPs astonishing.
The quote below is on the BBC Web page.

How this guy thinks flooding the police with multiple applications for individual licences might help the police focus on the key aspect of the process - "determining if an applicant is suitable or not" is beyond me.

It's time we had a minimum qualification standard and competency exam for aspirant for MPs.

"I think it should be raised nationally," he added. "I think it should be one certificate per weapon really so we can keep some sort of grip on this.

Reading between the lines a bit, I think what he's actually trying to say is that he'd like to see just one "weapon" (his word, not mine) per certificate. And I don't think he's suggesting that there should be multiple certificates per person, either.
In other words, one certificate holder = one firearm. And no more.
It really is a worry when people like him get listened to.

Take moderators off ticket and the numbers would immediately drop by around 35%
That would be a good sound bite for a Country Sports MP to quote. "We currently have xxx items on firearms licenses I can reduce that amount by 35%."

They could delist the 4 spare Remington 1100 barrels listed on my shotgun cert too.

Agreed, it's either that or he's thinking S1 is similar to S2 in terms of not needing variations/good reason for each and he's rehashing the age old 'remove S2' argument.

So yet another person who imagines shooters tote their entire licensed armoury number of firearms around the woods in a golf trolley.

"The danger is break-ins", according to the article. In which case, he ought to be happier if we were to tote our whole armoury around the woods, rather than carelessly leave them at home to be stolen.
