You don't take into account that your load is midway between RS pusblished MIN and MAX for 50-55 grain bullets. The Chronograph was a magnetospeed and I have been using it for several years and have no reason to doubt it's accuracy
I also shot several different loads that day from the same rifle (50g VMax and 69g TMK) - all of which produced velocities the same or very close to the same velocities as those same loads had produced on previous outings.
I have no evidence that the chrono was faulty so I tend to believe it's results
Also, I have previously contacted RS powders for loads for a 22-250 (but not for 35g NTX) and the loads they suggest are very conservative.
Goofing around with Nosler data, 35gr tend to have about 5gr higher maximum than 50-55gr. So your load would be below MIN for 35gr bullet.
Even Hornady Superformance with 35gr NTX is at the 4500fps level (same as Nosler reload data). It's debatable what bullet that load actually uses, Hornady says NTX in one sentence and V-Max in next. But looking at bullets I'd say it's NTX since there would be no point in putting the blunt V-Max in such cartridge.
I tried to find for which velocity Magnetospeed is rated, but only found somewhat general 1000fps lower limit. There's also separate settings regarding bullet material, so that might have some effect. NTX core seems to be made of copper, tin, iron and tungsten. I don't know if there's some non-conductive binding material also.
