They may do a lot of testing, but my point is that their testing is performed in their barrel not the customers, no different to what you say i advocated with my 46gn safe load which was worked up and proved safe in many different match tollerance rifles by the british match rifle team (match tollerance rifles are more susceptible to generating higher pressures). Now theres a much wider sample base than 1 pressure barrel in a factory somewhere. The manufacturers safety argument might partly rely on the use of new not reloaded brass but the fact remains that velocity sells factory ammo and the manufacturers chose a velocity which generally falls within the higher accuracy node of peoples rifles, therefore when using a specific type of factory ammo for the first time you are effectively jumping straight to a high end load that has not been worked up to in your rifle.
